Before thinking about which works to buy and which not, you will need to expand the Museum appropriately.
Without a new section that can accommodate them, in fact, it will not even be possible to buy them. It goes without saying that Blatero will reject fakes, which you can use to decorate your home.
First you must have donated at least 60 between insects, fish and fossils, a fairly easy requirement even for those who have played for a few weeks in a row. However, it doesn't make much sense to open an art gallery without any pieces to exhibit.

After Blatero offers you this expansion, wait for the following day where Fuffi will warn you that a suspicious character has been spotted on the island.
So search the whole island for Volpolo and talk to him, obviously rejecting his scam, since he will ask you no less than 498.000 Stars for a painting!
Fortunately, in subsequent dialogues he will only ask you 4980 Bells, a paltry price. Donate this painting to Blatero and wait for a full day of renovation.

Volpolo's appearance is purely coincidental, but it was recently discovered that he follows a certain criterion. Some characters, including Volpolo, may appear in rotation and only once a week, if you are lucky enough to catch him that week!
Unfortunately it is not possible to manipulate this factor, you will have to arm yourself with patience and keep playing, after all this is the spirit of Animal Crossing! In any case, you can still visit other players' islands to buy from Volpolo anyway.
To buy other works of art you will first have to be lucky enough to find the merchant on your island and then go north of it, where you will find a docked boat.
If you can't enter, look for Volpolo, talk to him and you can get back on the boat to access the market. Obviously many works inside it will be counterfeit and will be of no use at all.
